Tennessee Congressman John Rose (R-TN-06) voted against the Continuing Appropriations and Ukraine Supplemental Appropriations Act, 2023 on Friday.

This legislation continues federal funding through December 16th and is a temporary measure to afford Congress sufficient time to complete the fiscal year 2023 omnibus. The bill also provides relief to communities recovering from natural disasters and includes $12.3 billion in new deficit spending to assist Ukraine.
In a press release, the congressman justified his “no” vote on the legislation by arguing that he supports supplying Ukraine with resources to “defend its sovereignty from illegal Russian aggression,” however, the legislation passed must be paid for instead of being added back to the national debt.
“We shouldn’t be forcing future Tennesseans to pay for the decisions we make today,” Congressman Rose said. “If Congress and the American people want to help Ukraine, which I support, we ought to find a way to pay for it instead of putting it off for future generations to figure out.”
Before his “no” vote on the legislation, Congressman Rose submitted an amendment that would “pay for the $12.3 billion in assistance to Ukraine by transferring $12.3 billion originally destined for the IRS from the Inflation Reduction Act and rescind the remaining $67.3 billion provided to the IRS in that same act which could be used for a number of things.”
Rose testified before the House Rules Committee in support of his amendment, saying in part, “I believe that if assisting Ukraine is something we want to do, we ought to find a way to pay for it instead of putting it off for future generations to figure out. It is wildly irresponsible for Congress to continue to mortgage our children and grandchildren’s future for the sake of these decisions.”
Congressman Rose’s amendment was not agreed on by the House Rules Committee.
Yesterday, I submitted an amendment to the government funding bill to pay for the $12.3 billion in assistance to Ukraine with the funds in the Inflation Reduction Act to hire 87,000 new IRS agents.
Unfortunately, Democrats denied my amendment.

With 230 votes in favor and 201 against, the House passed the legislation on Friday. As a result of the House’s passage, the legislation is now ready for President Joe Biden’s signature.
